Under PayPal account settings, You can add in your Local Bank Account Number and Local Bank Code (you can call your Local Bank to ask them for the code). In this way, you have Linked your Local Bank to your PayPal account.

For Singapore, if I withdraw more than SGD 200, I can withdraw for free. Anything under SGD 200, they will charge me a fee of SGD 1.
